BY-LAWS
OF CRICKET
: ARTICLE
ONE:
: FAIR PLAY:
The match shall be controlled by the Umpires,
who shall have sole authority of 'Fair' and 'Unfair' play on the field of
play and, as such, shall be entitled to intervene without appeal in the case of
'Unfair Play'.
It shall be unlawful for a player to disrupt
play or in any way intimidate Umpires or players on the field of play. The
League in the case of the following infractions shall honor NO PROTEST of a
match of this kind.
[I] Player
disruption of a match, such as tampering with the mating, disturbing the
wicket, using the bat or any of the other implements of the game as a weapon,
whether intentional or not, that player or players shall be asked, by the
standing umpire, to leave the field of play without consultation of the
captains.
[2] Umpires shall
consult with the captains in the case of abusive language to have it stopped.
In the event this abusive language persists, that
player or players shall be ejected from the match, whether the incident in
question takes place on or off the field of play.
[3] An umpire may
request a player to leave the field of play if that player is seen drinking
alcoholic beverages or smoking when the match is in progress.
A player or players removed from a match for
any of the reasons stated above shall be suspended for a period of three [3]
league matches. When a player is suspended from a match, the club losing the
player or players shall not be allowed to use substitutes, and shall continue
the match shorthanded.
A second offense shall be grounds for the
player or players automatic suspension from the
League. However, notice in writing and the opportunity for a hearing before the
Judiciary Committee shall be afford to the suspended player or players.
[4] Any player or players
who uses or attempts to use a weapon (knife, gun, machete, sword, stump,
bat, club, stick, ball, rock, etc.) during an altercation between players,
umpires or spectators at a game will automatically be expelled from the league.
Players or clubs that wish to appeal a suspension or expulsion may do so in
writing to the Judiciary Committee. A non-refundable application fee of $100.00
must accompany all appeals pertaining to 1,2,3 and 4
above.
ARTICLE
TWO
LIMITED-OVER
COMPETITION
SECTION 1.1 - STARTING TIME
All League matches shall start at 1:00 P.M.
and shall continue until such time when play cannot continue due to light or
bad weather. However, effective on August 1st, of the cricketing year, all
League matches shall start at 12:00 noon and continue until such time when play
cannot continue due to light or bad weather.
SECTION 1.2- DURATION
The
Connecticut Cricket League shall
perform a 'Limited-over' competition of one-day matches of one innings
for each team. In an uninterrupted match, each team shall be
limited to forty "40" overs of bowling,
unless all-out earlier, or two hour and 50 minutes of batting or
whichever come first. The winner of the match shall be the team with the
highest run-rate at the end of the match.
When the team batting first is all-out in
less than their full quota of forty "40" overs,
the calculation of their run-rate shall be based on the full quota of overs to which they would have been entitled and not the
number of overs in which they were dismissed.
However, that team shall be required to bowl forty "40" overs to the team batting second.
If the team fielding first fails to complete
the required 40 overs in the allotted 2 hours and 50
minutes that team will be entitle to bat ONLY the of overs
that had been completed at the 2 hours and 50 minutes mark. However, they must
continue to bowl until the 40 overs are complete or
the batting team is dismissed.
Duration of the innings shall be 2 hours and
50 minutes from start to finish inclusive of no more than [3] three water breaks at [5] five minutes each. Umpires should
make adjustment for injuries and loss ball, however no
adjustment of time should be made for weather condition.
The umpires in the case of weather
interruption shall do an adjustment of overs for the
entire game. Overs should be reduced for both teams
at a rate of [1] one over per [4] four minutes loss, due to weather condition.
[fractions to be ignored]. Reduction should only occur
if weather interruption occurs during the first inning of play. If the first
innings is completed before interruptions, then the game should be played in
its entirety.
Example: If 30 minutes are loss
to weather condition after the game has started and before the first inning is
completed, the game shall be reduce to a 36 [closest whole number after
dividing minutes loss by 4, then divide by 2] over match or the number of overs already completed by the fielding team, if such
calculation is less than the number of overs already
completed.
SECTION 1.3 - TEAMS, OFFICIALS, AND SUBSTITUTES
Mode of DRESS - Players are to be attired in the uniform as prescribed
by the Connecticut Cricket League prior to the start of the season. Any team
wishing to have a player participate in a League sponsored game without his
proper club uniform should contact the league Secretary or the President, 48
hours before game time. No player will be allowed to play in more than [1] one
game without the League designated uniform. Any team that fails to comply with
the above rule will loose 3 points from their overall points
total. No turf studs/pegs shall be permitted on player’s boots. All substitutes
are to be dressed in full cricket attire as worn by his teammates.
Umpires are to be attired in dark colored pants with white shirt and
coat
A. TEAMS
Before the toss, the Captains shall declare
their list of players for that match. Thereafter, no changes will be permitted without
the consent of the opposing Captain. In addition, the full name of the
nominated players and designated 12th man shall be submitted to the Umpire and
opposing Captain or his deputy, before the toss for the innings.
A team shall consist of eleven selected
players and a twelfth man dressed in proper club attire. The minimum number of
players required to field a team shall not be fewer than seven "7"
players.
Restriction on Placement of FIELDSMEN - At the instant of delivery, there shall be no more than
five [5] fieldsmen on the on side of the wicket.
[I] - In the event of infringement, either
Umpire shall call and signal "No-Ball'.
[a] [i] - At the instant of delivery, a minimum of seven [7]
fieldsmen (plus the bowler and wicket-keeper for a total of nine players) must
be within the area bounded by 2 semi-circles centered on each middle stump with
a radius of 30 yards joined with a parallel line on each side of the pitch.
This restriction shall apply throughout the fifteenth over of the match. From
the sixteenth over of the match, at the instant of delivery, a minimum of [4]
four fieldsmen (plus the bowler and wicketkeeper for a total of six players)
must be within the area bounded by the 30 yards joined with a parallel line on
each side of the pitch.
[b] When play is delayed or
interrupted affecting the inning of the team batting first and the number of overs available is reduced, the number of overs in regard to field restrictions shall be reduced
proportionately in accordance with Appendix A.
[ii) - In the event
of an infringement at [a], either Umpire shall call and signal "No-Ball".
B. UMPIRES
Before the toss of the coin for the Innings,
two "2" League Umpires shall be appointed, by the Umpire Control
Board, to control the match with absolute impartiality as required by the Laws
of Cricket.
Each team shall pay one designated Umpire a
fee of $50.00 (total $100.00) prior to the start of the game. No game shall
start until both umpires fee are paid. If one Official umpire is present, he
will be paid $75.00 and the sub will be paid $25.00. If no Official umpires are
present, then both Captains can agree upon the use of two subs. Any game that
was not played because of the lack of umpires will not be reschedule.
Time WASTING - The Umpires should fully take into account in the
Limited-overs matches any deliberate slowing down of
the tempo of either batsman or fieldsmen where it may be seen to be to the
disadvantage of the opposing team.
Example: In the case of a team fielding second slowing down
the match knowing it might win a shortened match on a run-rate.
No League Umpire shall be replaced during the
match without the approval of both captains. If the League supplies only one
"I" Umpire, a square-leg Umpire maybe appointed with the approval of
both Captains, and the substitute Umpire duties shall be governed by the League
Umpire.
Before and during the match, it shall be the
Umpires' duty to ensure that the conditions set out for the match and the
implements used are strictly adhered to, in accordance with the 'Rules of
Cricket' for this League and the 'Laws'. The Umpires and the captains shall
agree on any ground rules or other circumstances or conditions that would
affect the match, prior to it's start.
The Umpires shall agree on the clock or watch
to be followed during the course of play and inform the captains of such. They
are not required to change ends in this limited-over competition.
The Umpires shall at all times give the
proper hand signals where and when necessary to the scorers. The scorers shall
accept and immediately acknowledge all instructions and signals given to them
by the umpires.
C. SCORERS
Qualified scorers, at least one "I"
for each team, shall record all runs scored in a book expressly used for that
purpose and shall be charged with ensuring the accuracy of the score-sheets.
They shall agree on the details of the score after the fall of each wicket and
more often if necessary.
The club shall be responsible for the mailing
of the completed 'Match Scoring Analysis' report, to the League's
Statistician, no later than Friday of the week in which the match was played.
No changes to the scoring analysis sheets will be accepted after they have be
mailed-in and received by the statistician.
D. SUBSTITUTES
Substitute players shall be allowed to field
for a player who satisfies the Umpires that he has become disabled by illness
or injury during the match, but not for any other reason without the approval
of the opposing Captain. The substitute should be attired in full team gear.
Example: If a
player wishes to change his shirt, boots, etc., he may leave the field to do so
but no substitute shall be allowed.
The opposing captain shall have no right of
objection to any player acting as a substitute, within the Law, nor as
to where he shall field. A substitute shall not be allowed to bat, bowl or act
as wicket-keeper.
SECTIION I.4 - DELAYED START
In a match where weather is not a determining
factor, if the team fielding first has bowled less than forty "40" overs in the allotted 2 hours and 50 minutes, that team
will be entitle to bat ONLY the amount of overs that
had been completed at the 2 hours and 50 minutes mark. However, they must
continue to bowl until the 40 overs are complete or
the batting team is dismissed.
The innings of the team batting second shall
be limited to the number of overs bowled to the first
team at the 2 hours and 50 minutes mark, plus or minus any penalty imposed.
SECTION 1.5- PENALTY
If a match is delayed because of a team's inability
to prepare the grounds by 1:00 P.M. for the start of play, because of
'No-shows', or for any motive not showing good cause, the team responsible
shall be penalized at the rate of one [I] over for every four "4"
minutes [fractions to be ignored] that the team is late until the commencement
of the match. The maximum number of overs shall not
to exceed fifteen "15" overs in penalty.
Penalized overs
shall be deducted from the official quota of forty "40" overs. However, the penalized team shall be required to
bowl the full quota of overs to the non-penalized
team. When the team batting first is all-out in less than its full quota of overs, the result shall have no effect on the quota of the
team batting second.
Any team that is tardy in paying the umpire’s
fee shall be penalized [1] one over per 4 minutes [fractions to be ignored]
after the time that the game should have started. Any team that refuses to pay
the umpire’s fee within [60] sixty minutes after when the game should have been
started will forfeit the game to the other team. In the event that both teams
refuse to pay the umpire’s fee within [60] sixty minutes, the game should be
called abandon and will not be reschedule. No points
will be awarded to either team. If both teams pay the umpire’s fee late, but
before [60] sixty minutes after game time, then the game’s number of overs should be adjusted in accordance with section 1:2.
However, if one team pays the umpire’s fee late, but before sixty minutes after
starting time, the second team will be penalize in accordance with above.
Penalty will begin at the time of first fee payment.
The league will not tolerate payment
arrangements between clubs and umpires. Any team and umpire that are found
guilty of such act will be fine $50.00 each.
Example: [I] - The team batting second is penalized ten
"10" overs reducing their official quota to
thirty "30" overs. If the non-penalized team, batting first, is all-out in twenty
"20" overs, that team shall be expected to
bowl thirty "30" overs to the penalized
team.
In the event the match starts after 1:00
P.M., but by 1:30 P.M. where weather is not a factor, the penalty as stated
above shall apply. However, if the match starts after 1:30 P.M., in addition to
the penalty, the Judiciary Committee shall be required to investigate the
events leading to the late start and take appropriate action against the
offending team.
No League match shall start after 2:00 P.M.
if weather is not the determining factor.
SECTION 1.6- WEATHER CONDITIONS
Covering the PITCH - The pitch and bowlers run-up shall be
completely covered and protected against rain during the match. The host team
will be responsible for providing the cover. Failure to do so will result in
the opposing team being granted full points in the event of an uncompleted
match being protested.
In matches where the start of play is
delayed, due of weather conditions, the Umpires shall adjust the number of overs. No bowler may bowl more that one-fifth of the total overs allowed.
If play starts after 3:00 P.M. but before
3:30 P.M., due of weather conditions, a match of twenty "20" overs, shall be performed. No time limit shall be imposed
on the fielding teams. The law of cricket should be applied by the umpires to
avoid time wasting by both teams.
If a match remains unfinished, provided that
at least twenty "20" overs have been bowled
at the side batting second, the winner shall be the side which has scored
faster in runs-per-over throughout their entire innings. If the scoring rate is
the same, the side losing the least number of wickets in its innings shall be
the winner.
It is required that a minimum of twenty "20"
overs, for each team, be bowled before the match
may be considered official. However, if a match is not played to its
conclusion, due to weather conditions, and less than twenty "20" overs is bowled to the team batting second, the match is
not completed and shall be considered as 'Drawn'. Each team shall be awarded
equal points as stipulated in these By-laws. The scoring analysis shall stand
and recorded in the final standings.
Rain-outs can only be determined on the field
of play. Therefore, official League umpires shall make every effort to show up
at the cricket ground. The decision to continue or discontinue the match must
be made by the umpires. If the field is not fit for play due to rainy
conditions, the match shall be considered a 'Rain-Out'. Each team shall be
awarded equal points as stipulated in these By-laws.
In the event only one team shows up by
1:30PM, on a rainy day, full points shall be awarded to that team, if it is
determined by the umpires that the match could have been played by 2:30PM.
SECTION 1.7- DEFAULT
A team shall be in 'Default' if it
fails to show up for a scheduled League match without notifying the League
Secretary or the Board appointee and the opposing Captain of its inability to
field a team by no later than 8:00 P.M. of the day before the scheduled match.
A team 'Defaulting' twice during a
season shall be dropped from the competition for the remainder of the season,
and shall not be eligible for post-season play, trophies, or awards. However,
the scoring analysis shall stand and thereby be included in the final
standings.
A defaulting team shall be assessed a
'Fine' of not less than the minimum Umpire fees.
Points won during the first half of the
playing season will stand and be counted in the 'Final Standings
Statistics', if any team 'Disbands' or 'Defaults' during the second half of
the season. However, points won in the second half of the playing season will
not be counted in the final standings.
SECTION 1.8-INTERUPT MATCH
If a match is stop, due to interruption,
weather and light conditions included, before the side batting second has faced
its required quota of overs and it has not been
all-out, nor has passed its opponent's score, the result shall be decided by
the higher run-rate determined as above, provided that the team batting second
has faced not less than twenty "20" overs.
If a result cannot be achieved as stated
above, the match shall be declared a 'No-Result' match.
SECTION I.9 - INTERVALS
There shall be one "I" refreshment
break per innings and this shall be taken after one-half of the number of overs have been bowled.
However, umpires may allow additional [2] two refreshment breaks if warranted
by weather conditions. No water break should be longer than [5] five minutes.
At any time during the match, the captain may
forgo taking a refreshment break. In matches of twenty "20" overs per innings there shall be no refreshment break,
unless, warranted by weather conditions.
Umpires shall grant the teams a fifteen
"15" minute interval between innings to change sides.
SECTION 1.10-TIE
If the scores are identical and only if the
team batting second has completed its innings, the result shall be decided in
the favor of the side losing the fewest number of wickets.
If both sides lose the same number of wickets
in a 'Tied' match, the result shall be decided on the highest run-rate per over
of scoring in each innings.
SECTION 1.11- BOWLING LIMIT
No bowler shall be allowed to bowl more than
eight "8" overs in an innings. This
allowance shall not be reduced even though the total overs
may subsequently be restricted owing to inclement weather. The maximum number
of overs allowed a bowler shall remain as at the
start of the match.
If, due to weather conditions, the maximum
number of overs is reduced, before the start of the
match, the number of overs for each bowler will be
reduced proportionately. No bowler may bowl more than one-fifth of the total overs allowed except where the total
is not divisible by 5, an additional over shall be allowed
to the minimum number of bowlers necessary to make up the balance.
Example: In a 32
overs match,
2 bowlers shall bowl a maximum of 7 overs and no
other bowler more than 6 overs.
In the event a bowler is unable to complete
an over due to illness or injury the remaining balls shall be bowled by another
bowler, as long as said bowler does not bowl two overs,
or part thereof, in succession. Such part of an over shall count as
a full over in so far as each bowler's limit is concerned and any
runs scored from it shall be charged to the individual bowler.
SECTlON 1.12- PLAYER DISABILITY
A player who suffers an injury caused by an
external blow, as opposed to an internal injury, such as a pull muscle, and has
to leave the field for medical attention shall be permitted to bowl immediately
upon his return to the field, regardless of the length of time he has been
absent
SECTION 1.13-JUDGING A WIDE
In judging a wide, Umpires shall apply a very
strict and consistent interpretation with regard to this ruling in order
to prevent negative bowling; and should be guided by the following criteria:
[I] If the ball
passes on either side of the wicket sufficiently wide to make it virtually
impossible for the striker to play a 'Normal Cricket Stroke' from where
he takes his normal guard, the Umpire should call and signal 'Wide Ball'.
Note: As a guide a
ball landing clearly outside the leg stump going further away should be called
a "Wide"
(2] If the ball pitches and passes over head height of the
striker standing upright at the crease, the Umpire should call and signal a 'No
Ball'.
The above conditions do not apply if the
striker makes contact with the ball, if it passes below head height between the
striker and the wicket, or if the striker moves over to the line of the ball
and then leaves it alone.
One penalty run is awarded for a wide ball
and any runs scored are in addition to that penalty.
SECTION 1.14- BOWLING OF HIGH FULL PITCHED
BALLS
[a] Any delivery, other than a slow paced
one, which passes or would have passed on the full above waist height of the
striker standing upright at the crease is to be deemed dangerous and unfair,
whether or not it is likely to inflict physical injury on the striker.
[b] A
slow delivery which, passes or would have passed on the full above shoulder
height of the striker standing upright at the crease is to be deemed dangerous
and unfair, whether or not it is likely to inflict physical injury on the
striker.
[1] Dangerous and Unfair Bowling
[a] In the event of dangerously and/or unfair
bowling, as defined above, by any bowler, except as in section 1:14b below, at
the first instance the umpire at the bowler’s end shall call and signal No Ball
and, when the ball is dead, caution the bowler, inform the other umpire, the
captain of the fielding side and the batsman of what has occurred. This caution
shall continue to apply throughout the innings.
[b] If there is a second instance of such
dangerous and/or unfair bowling by the same bowler in that innings, the umpire
at the bowler’s end shall repeat the above procedure and indicate to the bowler
that this is a final warning. Both the above caution and final warning shall
continue to apply even though the bowler may later change ends.
[c] Should there be a further instance by the
same bowler in that innings, the umpire shall
[I] Call and signal No ball.
[ii] Direct the captain, when the ball is
dead, to take the bowler off forthwith. Another bowler, who shall neither have
bowled the previous over nor be allowed to bowl the next over, shall complete
the over. The bowler thus taken off shall not be allowed to bowl again in that
innings. Such part of an over shall count as a full
over in so far as each bowler's limit is concerned and any runs scored
from it shall be charged to the individual bowler
[iii] Report the occurrence to the other
umpire, the batsman and, as soon as practicable, the captain of the batting
side.
[iv] Report the occurrence, with the other umpire, as soon as
possible to the Judiciary Committee, who shall take such action as is
considered appropriate against the captain and bowler concerned.
Section 1:14b Deliberate Bowling of High
Full Pitched Balls
If the umpire considers that a high full
pitch which is deemed to be dangerous and unfair, as defined in Section 1:14
above, was deliberately bowled, then the caution and warning as prescribed
above shall be dispensed with. The umpire shall
[a] Call and signal
No ball
[b] Direct the captain, when the ball is
dead, to take the bowler off forthwith
[c] Implement the remainder of the procedure
as laid down in Section 1:14: [I][c]
SECTION
1.15- INCOMING BATSMAN
Unless Time has being called incoming batsman
must be in position to take guard or his partner to receive the next delivery
within [3] three minutes of fall of wicket. Should he fail to do so, on appeal,
he will be given out Timed out. If the team refuses to continue play, after the
Umpire reaches his decision, it shall lose the match when the Umpire calls “Play”
and that team does not resume play.
SECTION
1.16- RETIRING BATSMAN
A batsman may leave the field or retire at
any time owing to illness, injury or any other unavoidable cause after
notifying the standing Umpire. He may resume his innings at the fall of a
wicket. If a batsman leave the field or retires for any other reason he may
only resume his innings with the consent of the opposing Captain.
When a batsman has left the field or retired
and is unable to return owing to illness, injury or any other unavoidable cause
his innings shall be recorded as ‘Retired-Not-Out'. Otherwise
it shall be a completed innings and recorded as "Retired-Out'.
SECTION 1.17- PLACEMENT OF EQUIPMENT
Protective helmets, when not in use by
members of the fielding team, shall be placed behind the wicketkeeper. In the
event of the ball striking the helmet whilst in this position, whether it is
played or not, five "5" penalty runs shall be awarded.
SECTION 1.18- SCHEDULE OF PLAY
This League cricket schedule of play shall
take precedence over all others. Matches scheduled with teams outside of this
League shall be allowed as long as those matches do not interfere or conflict
with League play.
Matches scheduled with 'Out-of-Town' teams
may be canceled due to impossible weather conditions with the consent of both
Captains. When the match is League sponsored, the League Secretary must be
notified of any cancellations no later than Friday of the week prior to such
action.
SECTION 1.19- PLAYER REGISTRATION
Only
players registered with member clubs of this league shall be allowed to
participate in this Leagues Limited-Over Competition and other activities.
No player who is currently playing or is an active
participant in another local cricket league * may
participate in any Connecticut Cricket League sponsored game. However, players
or active participants in another local league may seek permission to transfer
to a team in the CCL, if the CCL receives such request in writing along with
the corresponding fee through the Executive Secretary or the President by the
first Sunday following Independent Day. A player may transfer only once per
season. Any team in the CCL that uses a player in a CCL sponsored game without
following the official transfer procedure outlined below will have a win in
that game forfeited, in addition to being fined $100.00. No meeting or
hearing of the Judiciary or Executive Committee shall be necessary to enforce
this provision.
The burden of securing a transfer and
ensuring that it is done properly shall be the sole responsibility of the
player or team seeking such permission. In order for a transfer to be official,
a player must seek and receive permission from the Executive Secretary or the
President and pay a transfer fee of $25.00 at least 48 hours before the game in
which he wants to participate. Failure to reach the Executive Secretary or the
President shall not be an excuse for a player to transfer to the CCL without
following the official procedure. Any permission to transfer to the CCL must
come directly from the Executive Secretary or the President.
* For the purpose of clarification,
a local cricket league is defined as any organization that is based or operates
in the same States as the
[I] Each club must register at least fifteen
"I5" players to be enrolled in this League.
[2] Additional players may be registered,
however, a fee of $5.00 per player must accompany such registration.
[3] Telephone registrations will be accepted
as long as the official registration form and a $5.00 fee is
received on Friday of the week of a League match in which the player
participated.
[4] Any member club
using unregistered players shall forfeit all matches in which the unregistered
players participated.
[5] Any player
using an assumed name shall cause the club for which the player is playing to
forfeit all matches in which the player or players participated while using
said suspect name or names.
[6] Any player registered with one member club and plays for another
member club shall cause the team not registering the player to forfeit those
matches in which the unregistered player participated.
SECTION 1.20- PLAYER TRANSFER
The Board of Directors shall permit the transfer of any registered player or
players from one member club to another member club if, in its opinion the transfer/s
are legally proper by this League standards.
The request shall be made prior to the
beginning of the second half of the cricket season, which shall be the first
Sunday following Independence Day, after which time no transfers shall be
permitted. A fee of $10.00 shall accompany all transfer requests.
SECTION 1.21- MORE THAN ONE TEAM
REGISTERED
Registered clubs in this League shall be
permitted to field more than one "I" team. However, in the League's
limited-over competition, those players registered with Team "A"
shall not be allowed to play for Team "B", or any other team registered by that member club in
this League.
The member club assumes total responsibility
for its players and any violation of League rules may result in that club's
suspension.
SECTION 1.22- UMPIRE'S REPORT
The Umpire's Report for 'Umpiring Services’
shall be mailed to the League's Chairman of the Umpire Control Board [1st
Vice President] or his/her representative, no later than Friday of the week in
which the match was played.
When a match starts after 1:30 P.M. the
report should be filed to include a description of the circumstances behind the
delay of the match.
Umpires shall also file a report to the
'Board', or its emissary, no later than Friday of the week in which the match
was played of any protests or disputes of matches, unfair play, player
disruption, or spectator interference during the flow of the match as well as
any other conduct detrimental to the best interest of cricket
SECTION 1.23- CAPTAIN'S REPORT
The Captain's 'Team Conduct Questionnaire'
report shall be for the purpose of evaluating the opposing team's conduct on
the field of play, as well as, the performance of the umpires In their official duties.
Reports shall be forwarded to the League
Secretary or his/her representative no later than the Friday of the week in
which the match was played.
At the close of the match the captains shall
complete the 'Scoring Analysis Match' report. The form must be signed by
the opposing captain and at least one "I" official League umpire and
forwarded to the League's Statistician no later than the Friday of the week in
which the match was played.
SECTION 1.24- SCORER'S REPORT
At the conclusion of each match a 'Scoring
Analysis Match' report shall be completed. If a team fails to forward the
match report form to the League by Friday of the week in which the match was
played, that team shall be assessed a Late Fee charge of $10.00. The official
postmark shall be used to determine the time when the form was mailed to the
League Statistician or his / her representative.
Clubs so assessed will be considered
financially delinquent if late fees are not paid by the end of the season. Any
club failing to comply with this directive may be restricted from League
competition for the succeeding cricket season.
SECTION 1.25- STATISTICIAN'S REPORT
Scoring Analysis Match reports must be mailed
to the Statistician no later than the Friday of the week in which the matches
were played. The Statistician shall be required to check the reports for
accuracy and enter the statistics in a book or log used expressly for this purpose.
The Statistician shall be required to make a
presentation, orally or in writing, at least once a month to the 'Board' on the
overall progress and standings of the clubs in this League.
The 'Final Standings' must be reported to
member clubs no later than two "2" weeks after the close of the
season, when applicable. The book or log shall be opened to any member club of
this League at its request No changes shall be made to the 'Final Standings'
document once they have been accepted and posted.
SECTION 1.26- SEASON FIXTURES
The Board shall convene a committee known as
the 'Cricket Scheduling Committee' for the sole purpose of preparing the League
cricket schedule for the upcoming season.
This committee shall start its work no later
than October 1st of the year preceding the cricket
season and its work must be completed by the last day of October of the same
year. The League's cricket fixtures must be presented at a meeting of this
League or mailed to all member clubs no later than the first day of December of
the same year.
[I] It shall be
incumbent upon all member clubs to inform the 'Board' of any activities
within their clubs, for the upcoming season, which may have an effect on the
League's cricket fixtures, so that the League may schedule its matches around
these events.
[2] Requests
affecting the schedule must be received by the League prior to January 31st.
of the year in which the fixtures are being prepared: thereafter, no changes
will be accepted by the committee.
[3] New clubs
registering with this League after the last day of January of the current year
shall not be allowed to participate in League competition for the coming
season, but will be allowed to schedule friendly matches with member clubs on
open dates.
SECTION 1.27- ORDER OF PLAY
The order of the schedule of play within this
League shall be as follows:
[I] League
competition shall begin on the first Sunday in May of the year and continue
until the third Sunday in September or as prescribed by the 'Board of
Directors'.
[2] The League's
'All-Star' match will occur at mid-season when applicable.
[3] Play-offs
involving Division or Conference ties or other cricket related problems when
applicable, and only after the scheduled League competition is completed.
[4] There will be a
"League Championship" match played as a climax to the
end of the cricket season.
All players taking
part in the CCL play-off game must have been declared and physically present in
at least [3] three regular season games in the season that he is representing
his club in the Play-offs. In the event that an opposing captain and or the
umpire authorize the use of a substitute fielder to replace an injured player
in a Playoff game, that player is not required to have participated in a
minimum of [3] three games.
The 'Board' shall be the only body in this
League with authority to make changes in the cricket schedule once it has been
published.
SECTION 1.28- POINT SYSTEM
The point system used in this League's
competition shall be as follows:
[I] Six
"6" points shall be awarded for a win.
[2] Three
"3" points shall be awarded to each team when a match is called on
account of weather. A 'Rain-Out' or a 'Draw'.
[3] In the case of a 'Default', six "6"
points shall be awarded to the non-defaulting team. The defaulting team
shall be awarded zero "0', points and assessed a fine of $50.00.
[4] Loss, zero
[0] points
[5] Abandon,
zero [0] points
SECTION l.29 - FINAL STANDINGS
The team in each Division or Conference, if
there be more than one "I" Division or Conference, accumulating the
highest number of points shall play for the Championship of this League. If
there is one Division or Conference then the play-off will be structure as
follow:
[1] The first four teams that finish at the
top of the standings will participate in the play-off, where team [1] one plays
team [4] four and team [2] two plays team [3].
[2] The winner of both games will play in the
Final game.
In the event two "2" or more teams,
in a Division or Conference, finish with an equal number of points, their
positions in the Division or Conference shall be decided by:
[I] The most overall Wins or, if still equal;
[2] The winner of
the game played between the two tied teams, if still tie or both teams has not
played each other,
[3] The winner
shall be the team which has scored the most number of runs per wicket fallen in
all matches for the season.
Appeals and
Protests: All appeals, protests, and
claiming of games must be mailed in duplicate to the League’s Executive
Secretary; one copy for the League and the other for the club or person
protested or claimed against. Such protest shall be postdated not more than [5]
five days from the date of the event that precipitated the protest or claim. A
non-refundable fee of $20.00 shall accompany each appeal.
SECTION 1.30- TROPHIES
The Board shall present awards and/or
trophies to the winners of League sponsored events at a social function or
presentation following the close of the season.
The League Championship trophy awarded to a
member club as winners of the Limited-Over Tournament, other than
individual awards, shall become the property of that club, if it shall be the
recipient of that trophy three "3" years in succession.
SECTION 1.31- AMENDMENTS
These articles of the League cricket By-laws
may be amended by a majority vote of members in good standing at any Regular or
Special Meeting called for that purpose as stipulated in the Constitution.

AMENDMENTS (02/28/04)
The
following amendments supersedes all previous rules that conflicts with these
rules.

3 points will be awarded for a draw or rained-out after game has started
When games are rained-out (game did not start). Teams are required to present a declared list of players to the umpires, who will send both lists to the statistician. Umpires should ensure that the list of players declared are present when the game is called. Any player who is listed and are not present when the game is called should be removed from the list.
All names send in to the statistician will be considered as participated in that game.
If both teams agreed not to show up for a rain affected game, it’s the home team responsibility to notify the league of the decision. No list will be required for these games.
If both teams show at a rain affected game and the game cannot start, each team is responsible to pay the umpires $25.00 each.
SECTION 1.32- RULES OF ORDER
The Maryleborne
Cricket Club has been accepted as the constitutional authority for revising and
giving decisions on the Laws and Code of the 'Game of Cricket'. In the event of
problems arising during the playing of a League match, which are not covered by
these 'Articles'. Except as specifically provided for hereafter, the 2000
Code of the Laws of Cricket, together with subsequent amendments,
shall apply in all matches.
The Judiciary Committee shall have the
authority to arbitrate and the power to make decisions with the approval of the
Board.
The Articles written herein are in accordance
with these Laws and, as such, shall be the final source of authority in all
questions of procedure if the Laws are not inconsistent with the 'Articles
of the Cricket By-laws' of the
